Let's formulate hypotheses:
If all patients of a metropolitan region such as Barcelona or Madrid or London, or a region like Languedoc Roussillon or Andalusia, had introduced with their medical records digitalized, or even better with Relational databases with SQL for example, which supports many data with many records hosted on servers accessible remotely on "Cloud computing", it would allow health physicians to access data from any PC or "SmartPhone" with an interface SW, through the pick lists that are very intuitive and user Friendly. In addition have an internal Chatter (like salesfoce has), allowing asynchronous communication for consultation among several specialists to achieve a flexible and rapid diagnosis.
Let’s remind that delays in a diagnostic, is one of the main reasons why doctors or subsidiary responsible like the hospital or insurance company, pay to victims, of wrong or late diagnosis, considerable sums through judicial sues usually.
Remote servers would be connected to hospitals by 4-ways, telephone landline, mobile line 3G and satellite, to widespread problems, and allow duplication of multiple servers with the same data, updated in a synchronized way, to ensure that the information is not lost o corrupted or misused.
Let’s imagine that we are patients, we go to our family doctor, according to our symptoms, cloud computing directly may recommend a pre diagnosis or recommend more diagnostic trials, that are requested and the patient may receive according to the resources available, date and time where to go, in order to get further diagnostic tests (x-rays or analytical), then the results feed a relational data base with pre introduced algorithm formulas that pop up messages or alerts or reports, based on the parameters, the doctor may receive an SMS or an email directly warning him about urgency or not, in order to direct the patient to a new specialist. Through a pick list, based on analysis’s result, select the potential diagnostic and improve the prescribed medication for the patient. The patient even would not need to go again to the family doctor, and with an SMS which generates unique sequences/encrypted, allowing the patient to pick up the prescribed medication with no prescription, just with the cell phone and SMS from the nearest pharmacy.
Or refer to a specialist depending on initial tests for a diagnosis course, and treating the pathology ASAP, or worse prognosis. The specialist would communicate to the family doctor, treatment to prescribe, and automatically with automatic reports generators; and daily communication with reports listings in the email for different patients, or back to make another specialist consultation to optimize treatment. The Chatter, would be a great tool to be used among doctors.
What is the total cost of Ownership compared to other SW in the market? 
I guess that any diagnostic based on analysis and imaging test, may be translated to algorithms that the SW may draw.

A second case, is related to security: Imagine you may assign to Police each unit a Smartphone with 3G connection, and basic HW and SW plus a connection to remote host, where you have located the data base of all the national criminal records, fellows and car plates suspected in criminal activities. In countries like Spain and France where the police may stop you and request your personal ID, plus in Spain there is an electronic ID, like a chip card, they may scan it quickly and check the criminal records in few seconds, and if there is a search issued or pending court, they may drop the fellow the nearest station. Even the scan of an image with a cell phone camera, may also treat the details of a fingerprint as data, and avoid massive detentions during disturbances.

Also nowadays with all the SIM cards being potential GPS locators, the Riot units may adapt part of their protection with a GPS location, that will trigger their positions and report to the task force command centre, and have a better picture of the field scenario to respond to, and optimize the resources, also avoid small units staying without coverage, isolated from the main group. It might be used with a second purpose, the units do not have to identify themselves with a number, given that the GPS may do it, if requested by a court, and the anonymity of the units is ensured, for their own security.
